Why Innovate?

Purpose

  • California aims to create over 2.5 million homes in 8 years, with a minimum of one million for lower-income households. This is double the previous cycle's target, with reforms to ensure actual construction.

  • The state faces a housing affordability & homelessness crisis. Urgent action is required to support low-income individuals and those at risk or experiencing homelessness. Collaboration is vital for resolution.

  • The State seeks innovative solutions for the housing crisis. The Statewide Housing Plan will iteratively track progress, identify challenges, and celebrate successes, calling for public participation

Requirements

  • Navigating complex, extensive regulations from multiple authorities and acquiring development rights with city/county cooperation are key political and legal hurdles.

  • Environmental Impact Reports for CEQA compliance & innovative marine-human habitat solutions are required. Adapting building codes & negotiating stakeholder policies need intensive collaboration.

  • Leveraging global technical advancements in construction and design is key. A non-profit structure maximizes funding sources, while innovative mortgage and insurance solutions are essential for future residents.

Improvements

  • Each project could provide hundreds of state-of-the-art units, featuring detached single-family, duplex homes and co-housing facilities with up to three bedrooms, roof decks, submerged lower stories, private docks, and a focus on energy efficiency.

  • The access corridor should integrate jetties, piers, boat slips, parking, roadways, utility connections, and public pathways with re-wilded wetlands, serving as a public green space and buffer zone.

  • Comprising existing land infrastructure and new elements like transportation hubs and commercial buildings on buoyant foundations, serving residents & visitors, but developed by private entities.
